DETERMINANTS OF CORRUPTION PHENOMENA IN THE PROCESS OF TRANSFORMATION OF UKRAINIAN SOCIETY

Abstract
Annotation. The article is devoted to the study of the determinants of corruption phenomena in the process of transformation of Ukrainian society. Special attention is paid to the legal, socio-economic, political and cultural aspects of this phenomenon. The issues of the effectiveness of anti-corruption policy and the role of civil society in the fight against corruption are clarified. It is emphasized that corruption in Ukraine is a complex multifactorial phenomenon that is closely related to the processes of social transformation. Its determinants include socio-economic instability, political weakness, cultural characteristics and the influence of globalization processes. To effectively combat corruption, it is necessary to take these factors into account and apply a comprehensive approach to solving the problem. The article highlights the key factors that contribute to the spread of corruption: 1. The systemic nature of corruption: deep-rooted corruption practices due to historical, political and economic prerequisites, imperfection of the legal system and weakness of control mechanisms. 2. Institutional weakness: ineffectiveness of the judicial system, law enforcement agencies and anti-corruption structures, which creates a sense of impunity. 3. Socio-cultural factors: tolerance of corruption due to a low level of legal culture and distrust of state institutions. 4. Economic inequality: economic instability and a significant gap between social groups stimulate bribery as a way of survival. 5. Political will: lack of consistent political initiative in overcoming corruption, which limits the effectiveness of reforms. It is emphasized that overcoming corruption in Ukraine is a complex and multidimensional task that requires the consolidation of efforts of all levels of society – from state authorities to civil society. Only with a systemic approach and consistent implementation of the anti-corruption strategy will Ukrainian society be able to achieve sustainable development and establish itself as a state governed by the rule of law.
