ORGANIZATIONAL AND ECONOMIC MECHANISM FOR ENSURING THE DEVELOPMENT OF THE NATIONAL ECONOMY IN THE POST-WAR PERIOD

Abstract
The article offers a comprehensive theoretical and methodological reflection on the organizational and economic mechanism as a key instrument for ensuring the development of Ukraine's national economy in the post-war period. The study is based on a critical analysis of contemporary academic literature, economic policy practices, and interdisciplinary approaches to post-crisis reconstruction. It is established that a modern organizational and economic mechanism should not function as a hierarchical system of regulation but rather as a flexible, adaptive, and polycentric structure combining institutional, financial, managerial, and socio-humanitarian components.
Special attention is given to the role of the state in coordinating recovery mechanisms through the paradigm of smart governance, which involves a shift from direct intervention to facilitation of partnerships, transparency, and digital accountability. At the same time, the article proves that effective recovery depends not only on normative or financial instruments but also on the ability to engage the private sector in the long-term co-creation of economic space and on the deep mobilization of human capital as a source of innovation, social cohesion, and professional adaptability. The article proposes a structural model of the organizational and economic mechanism, presenting it as a multidimensional system of interactions aimed at achieving sustainable, innovative, and inclusive development.
The functional roles of the state in the post-war economy are systematized, the conditions for effective public-private partnerships are outlined, and the potential of European integration is analyzed not only as a source of financial assistance but also as a driver of regulatory modernization. The study concludes that recovery should not be perceived as a return to the pre-war “normal,” but as a complex and responsible process of designing a new economic reality grounded in the synthesis of national identity, strategic vision, and institutional maturity.
