FOREIGN EXPERIENCE OF LOBBYING IN PUBLIC ADMINISTRATION IN TERMS OF THE IMPACT OF THIS TOOL ON NATIONAL AND STATE SECURITY

Abstract
The article is devoted to the study of foreign experience of lobbying in public administration, with a special emphasis on the impact of this tool on national and state security. In today's globalized world, lobbying has become an important component of democratic processes, allowing various interests, including large corporations and non-governmental organizations, to influence government
decision-making. It is emphasized that lobbying plays an important role in shaping security-related policies, but at the same time creates new challenges, especially in the context of national sovereignty. The author emphasizes the importance of regulating lobbying activities, especially in areas such as defense, energy, and cybersecurity, where private and foreign interests can significantly influence national strategies. The article examines examples of lobbying by large defense companies such as Lockheed Martin and Boeing, which actively influence the formation of US defense policy. Through their financial resources and close ties to political elites, these companies contribute to decisions that determine the size of the defense budget, strategic alliances, and the development of the military-industrial complex. The European approach to regulating lobbying is also studied, in particular through the European Transparency Register, which was created to ensure the openness of the lobbying process. An important aspeжct is that all lobbying structures that intend to interact with EU institutions must register in this register, providing information about their interests and funding. Despite this, there is still a problem of voluntary registration, which allows individual lobbyists to avoid
public disclosure of their activities. Special attention should be paid to lobbying in the defense sector, which has a significant impact on the formation of national and international policies related to the security and defense capabilities of states. The article examines how large defense corporations use lobbying tools to influence decisions on arms procurement, defense budget allocation, and participation of states in international military coalitions. Lobbying in this area not only determines national security priorities, but also affects global stability and cooperation between states.
